Can I Recharge without having played an Action tile above my board?

Intended no, though the printed rulebook never says so outright. The designer and publisher repeatedly said you must have at least one tile above your board to Recharge and that banning the no-tile Recharge was simply forgotten; the designer shrugged that a table that wants to allow it may. Without a tile you would collect no income anyway.
