Yes. You must have a Worker first; you may convert Uranium to a Worker beforehand, but a bonus from the railway itself arrives only after placement. Likewise a Thaler bonus from a railway cannot pay the 2 Thaler cost of the red space you just used, though it can fund the tile's actions.
