The coal-only plant, Riesa, can never receive a Nucleum, so it never uses Uranium. Every plant works with coal from the start, with or without a Nucleum; a Nucleum only adds the ability to use Uranium. Coal has to reach the chosen plant over completed rail, and the building you energize must connect to that plant.
