Connected means joined by completed rail lines, regardless of who owns them, and that is what transport and Energize use. Network means your pieces joined by completed rail with at least one of your own links, and that is what building, Government-building scoring and network-size Contracts like C34 use. Such a Contract needs one network of that size made through links you own.
