Place it over one action on the Action tile you are using; it changes that action and its colour. Afterwards it returns to the display, not out of the game, unless it covers an action that is not adjacent to the map where the rules keep it there. You can hold two by returning the first when taking the second, and you cannot use one on the joker tile or a Special Directive tile. A fragment from a double reward is still just one.
