Do Gibraltar's Special Urban Buildings count as neutral or energized for scoring, and for Experiment J8?

They belong to the player who built them, not neutral, so J8 (which scores neutral buildings) does not count them, though Experiment J can still be used. They do count as energized buildings, and the Mistress of Espionage gains 4 VP per energized neutral building in Imperial Cities, since Gibraltar's rules override the ERI text. You can choose only the top tile of each special building stack.
