How do Technologies M4 and M7 interact when I advance an income track that is already maxed out?

In Experiment M, each step past the end of a track gives Special VP, and M4 adds a second Special VP for it (2 in total). M7 doubles only a gain of exactly one income step, whatever the icon (Worker, VP, coin or wild); a gain of two or more steps at once, including a doubled one or one split across tracks, is not doubled.
