Where does the Baron place Urban Buildings, and what if it cannot?

Priority 1 is a city in its network connected to a power plant, ideally one with a Nucleum; consider all such cities however connected and prefer one without urban buildings, following the logic card. Early on, while its network is just the start city, it builds only there. If it cannot build, it forfeits that action (and rolls again if both actions are forfeited on a regular turn). It may place several buildings in one city but prefers new cities.
