You may take it before or after resolving that action, so yes, you can convert it to a Worker and use it for that very action (for example Industrialize). You must resolve the action to get it, and you cannot postpone it to later in the turn. A 2025 publisher post said the current text gave the Uranium only after the action; the publisher's 2026 answer allows either order, so that earlier post is superseded.
