Do I roll Noise after killing a Cultist with the Cult Skill card active?

Yes, while the Cultist Skill is active you roll after dealing Hits to a Cultist even if it dies. Skills are deactivated before the roll, so if you deactivate the Cultist Skill with that kill, no roll is needed.
