Does a Secure token from a cautious Move go down before the Entrance Effect?

Yes. The Exploration Sequence places the Secure token (step 4) before the Entrance Effect (step 5), so an Intruder that a Hazard roll places in the new Room has its first attack stopped. The rulebook is not explicit that a placed Intruder counts as "entering", so this rests on how players read it.
