An Encounter happens when an Intruder token is drawn and the Intruder appears in a Character's Room, for instance when a Noise marker would go into an already marked Corridor, or on some cards. You remove Noise from the connected Corridors, draw a token and check for a Surprise Attack. An Intruder simply placed by an effect (Scent of Blood, an Event card) is not an Encounter: no Noise is cleared and no Surprise Attack is made. Moving into an occupied Room is Combat, not an Encounter.
