Are Technical Corridors part of a Section, and can Wail or Sensitive Hearing affect them?

No. Technical Corridors belong to no Section, so effects keyed to a Section, such as Lab Rat's Wail or the Survivor's Wail, do not touch them. They otherwise act as a corridor for placing or receiving Noise, except that characters cannot enter them.
