Do two Rooms connected by Technical Corridors count as neighbouring for card effects?
No, per a support answer. Rooms are neighbours only when a regular Corridor joins them, so a Technical Corridor Entrance does not make another Room "adjacent" for effects that mention neighbouring Rooms.
