Do Mars Surface Crossroads and buildings use Power and Darkness?

Crossroads and the open surface are always treated as in Darkness and belong to no Section; powering a Section does not light them. Buildings take the Power state of the Section whose colour outline they share, since power cables run to them, and two rooms of S-02 are on the surface.
