Can a Danger result spawn an Intruder or cause an Encounter by itself?

Not by itself. Danger pulls an eligible Intruder from a neighbouring Room into your Room, and if none can come it places Noise in your connected Corridors without it. Corridors that already have Noise are skipped rather than triggering an Encounter, so Danger alone does not cause one.
