Only one is active. It is placed face down on the Active Contingency slot at setup and never looked at; the Neutral Pool tokens are not in play and serve only to deduce it by elimination. Each player starts with one token (two in a 2-player game). The Active Contingency is revealed at the end, and a dead character's tokens return to the Neutral Pool.
