Can players interrupt things or use no-cost items like Glowstick or Flashlight in the Event Phase?

You can use Items and Action cards in the Event Phase only when their text allows it, such as a card that reacts to a Surprise Attack. The Glowstick and Flashlight are not Actions, so they can be used then to ignore a Darkness effect, but nobody can interrupt their use. Beyond that, players take no Actions in the Event Phase, so there is nothing to interrupt.
