Can the company board sides be mixed freely, such as C1 with C2?
No. In the variable setup each board edge gets one track card, and the number on the half pointing at that edge decides which side of that company's track is used, so one company never appears as both its 1 and 2 side. Some players argue any mixture is allowed, but that is not how the rulebook describes the setup.
