Mombasa
Can a card's price drop below zero, and can I buy a free card?
The designer confirmed prices floor at 0 and the rulebook notes the goods-card requirement.

No, a price never drops below zero, but a zero-price card can still be bought. You must spend at least one goods card on it, and then all of its units can advance on tracks.
