How does Mindbug Bug's life loss work when spending a Mindbug?

While Mindbug Bug is in play, the player facing it loses 1 life each time they spend a Mindbug, and the life is lost before the Mindbug is used. At 1 life, that player loses the game. If you Mindbug the Bug itself, the effect is not active yet, so it costs nothing.
