Can I carry out a stacked card at a lower power level than its stack?

No. You must perform the card at its current power level — a power-3 stack that moves 3 must move 3. Attack ranges are cumulative, so higher levels still hit the closer targets, but movement cards drop the shorter options of lower levels.
