With 3 or 4 movement, can I tow some spaces and step normally for the rest?

Yes. Each space is decided separately: a plain step costs 1 point, a towed step costs 2. With 3 points you can tow one space and step once (in either order), and with 4 points you can tow twice, even two different objects. A single leftover point must be spent stepping away, which leaves the towed object behind; you cannot waste it to keep the tow.
