Does the word "cannot" in the status card rule override the Golden Rule?

Probably yes. A poster cites an FFG ruling (relayed through Hall of Heroes, not verifiable here) that "cannot" takes priority over everything, even the Golden Rule, and another poster agrees. Others argue the Golden Rule lets card text override it, so this is not settled.
