What is Vision's starting hand size when his Intangible form starts in play?

Five cards. Vision's form has no Setup keyword, so it is put into play by his character Setup ability, which resolves after the opening hand is drawn. Another poster claimed six under Rules 1.5, but that reply was refuted and the poster conceded the step-order reasoning. This is community reasoning, not a designer ruling.
