Do villain scenario packs include the standard encounter cards, and do you need to add them to the scenario?

No. Scenario packs contain only their own scenarios and modules, so the standard encounter set, and the expert set if used, must be combined in, along with a module and the hero obligations. Hero packs are the self-contained, ready-to-play ones, and the Wrecking Crew pack is playable straight from the box.
