Can I target a character that "cannot take damage" with an attack or other damage effect?

Forum threads disagree. In one, repliers said attack events cannot be aimed at a villain that cannot take damage that phase, since the damage-only effect has no valid target. In another, a character that cannot take damage was ruled still able to be dealt damage by effects, with the damage simply doing nothing. The Reference calls "cannot" absolute, and a target is invalid only if no part of the ability can affect it, which supports the first reading for damage-only attacks.
