Can I swap the encounter sets for a Rise of the Red Skull villain when customizing a scenario?

Yes. You can swap the modular sets for any other modular sets, keeping the listed number. Experimental Weapons is campaign-specific, while the other sets are ordinary modules. Expert mode adds the Expert cards and uses stages II and III.
