If one Black Panther upgrade has no valid target, does it still count in the Wakanda Forever! sequence?

Only upgrades you can actually resolve form the sequence. An upgrade special with no valid target cannot start and drops out, so it does not hold the last slot, though some players argue you must attempt each one first.
