Per the Rules Reference quoted in the thread, emptying the encounter deck during the discard fulfills that card ability. You do not reshuffle the discard to keep discarding, so the cost counts as paid. One poster argued the cost fails, and another claimed a reshuffle, which the quote contradicts.
