How do delay counters work in The Rise of Red Skull?

Delay counters are introduced in the Absorbing Man scenario: its main scheme adds one after step one of the villain phase, and other cards in his deck check how many there are. They are tracked after the scenario ends, and the total can affect a later scenario.
