Can a Captain America Hero Pack leadership card be added to the base game deck, and how many must I include?

Yes. Apart from a hero's core 15 cards, all cards mix and match, so Captain America cards can join a base-game deck. There is no minimum or maximum number of aspect cards; the deck must be 40-50 cards in total.
