They start as face-down encounter cards, not in play, so they do not activate in the first round apart from quickstrike. In campaign setup you shuffle Black Tom with one Creeping Willow, deal one to each player facedown, and shuffle the rest into the encounter deck. When Black Tom is revealed he searches for and puts a Creeping Willow into play.
