Does an ally that is stunned or confused still deal consequential damage?
The Rules Reference says an ally that attempts to attack or thwart while stunned or confused takes no consequential damage.

No. A stunned or confused ally only removes the status and does not attack, so no consequential damage applies. Consequential damage requires an ally to actually resolve an attack or thwart.
