Do acceleration tokens and acceleration icons count the same for cards like Cable and It Ain't Over?

No. Acceleration tokens are functionally similar to acceleration icons but are not icons, so cards that refer to tokens (such as Cable and It Ain't Over) do not trigger off icons. Both still add threat during the villain phase.
