Can De Wu place a second die on a guild seal space to take another seal for one die without paying?
Several replies lean the same way; not explicit in the rules.

Most likely no. The one-die seal action counts as taking the action, so a later die on the occupied space pays the usual fee (the rulebook's De Wu example pays the normal coins when dice are already there). It isn't stated outright.
