Can I discard an active contract before taking a new one?
The rulebook states this directly.

Yes. On the Contracts action, if you lack space you must discard existing contracts to make room, but you cannot take a contract from the board and discard it straight away. For a reward contract (seal icon) you may instead discard the new one.
