Can I use The Uprising with the base game campaign, or must I finish it first?
The designer answered both the order question and the first-game setup.

It does not matter. The expansion has its own scenarios and a new campaign, which do not have to be played after the old one. If you are mid-way through the old campaign you can add the new cards, the home ports and the new ship board and finish it. A new Uprising campaign starts with card 150, which lists the legacy tiles in play, plus the home ports.
