How do I tell a city from a village on the board?
The rulebook defines cities by their scroll, and the designer confirmed that scroll spaces are cities.

A location with an action scroll is a city; every other numbered location is a village, whatever the size of its circle. The homeward bound spaces 20, 21a, 21b and 22 are special cities. You cannot take a village action at a city.
