What does the black arrow on legacy tile L4 mean, and what do L2, L8 and L18 cost to sail?
The arrow is only a movement icon: entering L4 costs 3 movement points and leaving it costs 3 again on the two paths. L2, L8 and L18 work alike, differing only in cloud colour, with each cost of 3 instead of 1. Those spent points still count for how many village actions you get.
