Do I have to pay the doubloons shown on legacy tiles L11 and L13?
Yes. On L11 the minus sign marks a cost, and L13 is laid out like a quest, where white doubloon numbers are costs. The colouring is a graphics inconsistency, and both tiles require you to pay the amount.
