How does Puerto Cabezas (legacy tile L1) work?
It turns the village into a city, and the existing ownership marker simply moves onto the L1 tile. Its quest is part of the city action; when it is claimed, a new quest is placed there so several players can use it in one round. Jean stops there but does not take the quest.
