In interim scoring, do the buy-a-card-or-2-VP step and income apply to every player?
The rulebook lists both steps for every player, and the designer confirmed this reading.

Yes. Starting with the player who triggered the scoring and going clockwise, each player either buys a project card (or invests in a prestige building) or scores 2 VP. Afterwards all players get income. When all players are done, ships return to Havana and the display is rebuilt.
