Can I stop my explorer on a quest space without fulfilling it?
The designer confirmed you can stop there without fulfilling and cannot fulfil it later.

Yes. You may stop on a quest space and decline the quest, but you then cannot fulfil it later with that stop. Once a quest has been fulfilled, all explorers skip its space, and fulfilled explorer-track quests are not replaced.
