When can I sail to or place a marker on the legacy cities L4, L7 or L9?
Only after your explorer has reached or passed the explorer-track space the tile is linked to (the brown line marks it; space 11 for 11a and the fourth space for 9a). That locks both sailing there and adding a marker there, but you may still sail the main path past the branch.
