Maracaibo
Is there a personal discard pile or deck next to each player board?
The designer explained this directly.

No. Maracaibo is not a deck builder. There is one shared draw stack and one shared discard stack for everybody, plus the face-up display. The "display area" in front of you is just where bought cards are placed so their effects are visible.
