What is the difference between combat value and combat points, and can combat value exceed 8?
The rulebook caps combat points at 8 and describes spending them and figures to add to combat value; the designer describes the same split.

Combat points are your own resource on the ship board, capped at 8 (extra ones are lost). Combat value is the strength you build for one combat: the nation's value on the token, plus the modifier, plus any combat points you spend and figures you return. It can exceed 8 and any unspent value is lost when the combat ends, while unspent points stay on your board.
