Maracaibo
Do I have to deliver a good, or take every part of a city action?
The rulebook calls both parts optional; the designer confirmed that rewards need not be taken.

No. Delivering is optional, and you can perform the city action without delivering. Rewards within an action may be declined too. You may deliver only one good per city action, and delivery effects resolve before the city action itself.
