In what order do I resolve the parts of a city action, quest reward or card?
Quest rewards and card effects with several parts are resolved from left to right (for example a quest paying combat points and then a combat action gives you the points first). The parts of a city action may be done in any order, apart from delivering a good first. In Santiago the village action and the new figure can be taken in either order.
