What is the difference between Annex and Displace, and which flag can I target?
The rulebook gives the 4 and 6 costs; the designer confirmed the choice depends on whether another marker is there.

Annex costs 4 combat value and needs a flag with no marker; Displace costs 6 and removes another nation's marker from an occupied flag. Both give 1 influence, place a marker of the nation you fight for on that flag, and give the flag's bonus. You may choose any flag on the board, not just where your ship is, except legacy-tile flags that are locked until your explorer reaches a given point. You cannot displace a marker of the nation you are fighting for.
